Implementation of Social Accountability Framework project (I-SAF)
 
From 2016 to Present: PSOD has been implementing I-SAF project which is funded support from Japan Social Development Fund (JSDF) through World Bank and Save the Children have been implementing by Phnom Srey Organization for Development (PSOD) since February 2016 to December 2018 in Tboung Khmum, Steung Treng and Prey Veng Provinces in total 10 districts, 91 communes. The objective of the project is to support the improvement of service delivery in schools, health centers, and communes for rural households in selected districts in Cambodia. The key target groups are the grassroots, youths and vulnerable people. The project work in partnership with the National Committee for Sub-National Democratic Development at provincial level (NCDD), I-SAF focal points from provincial to commune levels, Ministry of Health, Ministry of Education, Youth and Sports, Health Operational of District Office, District of Education, Youth and Sports, Commune Councilors, Health Centers, Primary School and Community Accountability Facilitator (CAF). The project has been implementing in 3 provinces as the following; 
  • 2016 implemented in Tboung Khmum province (3 districts, 28 communes),
  • 2017-2018 implemented in 3 provinces of Tboung Khmum (5 districts, 50 communes), Steung Treng province (3 districts, 25 communes) and Prey Veng Province (2 districts, 16 communes).
The main activities are described as the following;
  • The project facilitated to conduct the meetings with the community people to announce and select 4 Community Accountability Facilitators (CAFs) in per commune based on the criteria set by the project to facilitate the process of I-SAF.
  • The selected CAFs were fully equipped the knowledge and skills with the field practice through providing the series of training and more coaching from the project staffs to build the capacity and self-confident before implementation at their field work. The series of the training focus on Module 1 on Introduction to I-SAF, Module 2 on Information for citizen, Budget information and citizen awareness, Module 3 on Citizen monitoring, and Module 4 on Supporting Collective Action for Change. 
  • Through village level awareness, hosting kiosk displays done by trained CAFs and radio lived talk shows including mobile playing loud speakers across the communities, the citizen gained much information on their rights, standards and work performances of all three local basic services are the health centers, primary schools and communes. Gaining these information leading and motivating them to participate in I-SAF processes such as in community scorecard event, where they are able to raise their critical issues and feedbacks and proposed actions upon their daily experiences to the local government through participating and debating in interface meeting in place of their communes. 
  • The service provider of Health centers, Commune councilors, Primary school, village authorities, CAFs, citizen representative stakeholders from and district levels join together to identify citizen to attend and reaching agreement on the citizen led monitoring meeting (both community scorecard and self-assessment) through conducting commune inception meeting that co-lead by CAFs and the project staffs.
  • After CAFs were equipped the new knowledge and skill on citizen led monitoring processes and the facilitation of interface meetings.  As result, they (CAFs) have been able to mobilize citizens including children and the service providers to join in the citizen led monitoring process and continually keep involving them in the interface meeting. Furthermore, these trained CAFs, with minor support from the project staffs, dared to challenge and effectively facilitate the process of community scorecard and service provider self-assessments meeting and also coordinated complex interface meetings to develop Join Accountability Action Plan (JAAP) and established the Join Accountability Action Plan Committee (JAAPC) up on the new guideline from the government. 
  • All trained CAFs, with the supports from project team, successfully conducted and facilitated series of events and meetings that include: 1) community scorecards, 2) service provider’s self-assessments and interface (both single and multi) meetings as planned. They were able to effectively managed and brainstormed the participated citizens and service providers to do their local basic service situation analysis and raise their critical issues and feedbacks through the citizen led monitoring mechanism and continually leading them (citizen and service providers) to meet each other in place share the key problems and put the proposed actions together to discuss and reach agreement for the development of Joint Accountability Action Plan (JAAP). Then, CAFs, shortly after JAAP development, also led and coordinated to create the committee for JAAP followed the new government guideline. Resulted up to now, JAAP and JAAPC were established in per commune and being facilitated to insert them into commune investment plan and District Integrated Workshop (DIW) by CAFs/JAAPC. 
  • The citizens in the community aware of JAAP and JAAPC and led-monitor JAAP implementation while they see in JAAP and JAAPC awareness done by JAAPC and CAFs in their commune to ensure that the planned activities will be really done by all stakeholders. JAAPC and CAFs conduct regular basis monitor the JAAP implementation through conducting the reflection meeting with stakeholder to reflect on their proposed plan.
  • The strong relationship between CAFs to CAFs is improved through district learning workshop conducted by the end of the year. As the result, CAFs have opportunity to develop and share their story of change in their community for I-SAF implementation for the whole year to each other to select the best story of change to compete with other CAFs. The capacity development assessment for CAFs also produced to looking for area for improvement by themselves for the next 6 months.
